**Changes Effective Immediately in Firearms Application Process**
Under 2C:58-3 (c) (11) and (d), the wording of the statute has been amended:
In order to obtain a permit to purchase a handgun or a firearms purchaser identification card, the applicant shall demonstrate that, within four years prior to the date of the application, the applicant satisfactorily completed a course of instruction approved by the superintendent in the lawful and safe handling and storage of firearms. The applicant shall be required to demonstrate completion of a course of instruction only once prior to obtaining either a firearms purchaser identification card or the applicant's first permit to purchase a handgun.
The applicant shall not be required to demonstrate completion of a course of instruction in order to obtain any subsequent permit to purchase a handgun, to replace an existing firearms purchaser identification card, or to renew a firearms purchaser identification card.
A person who obtained a permit to purchase a handgun or a firearms purchaser identification card prior to the effective date of P.L.2022, c.58 shall not be required to complete a course of instruction pursuant to this subsection.

- Applicants should have a printer attached to print any necessary paperwork.
- The system will ask for the “ORI Number”. Mount Holly Township Police Department’s ORI Number is NJ0032400.
- Please ensure that the agency ORI is correct on the form. If an incorrect ORI number is entered on the form, you will NOT receive a FID Card or a Permit To Purchase. You will then have to reapply using the correct ORI number and pay for the process again. A REFUND CANNOT AND WILL NOT BE ISSUED.
- Applicants should have handy, any necessary identification for completion of the application, along with contact information for two (2) references, including their email (must have an email address) and phone numbers.
- If you have never been fingerprinted before, for Mount Holly Township, for firearms purposes, you will need to go for fingerprinting with the Universal Fingerprint Form that will be generated after successful submission of this form.
- However, if you have been fingerprinted before, for Mount Holly Township, for firearms purposes, upon completion of this form and payment, you would have completed both S.T.S 033 and 212A requirements.
- You must come to the Police Department to pay for your initial FID Card and/or handgun Permits to Purchase after being contacted by Police Records of application approval. Payment is not refundable if you are denied for any reason. (As per NJAC 13:54-1.4)

- Firearms Identification Card: $50.00
- Handgun permits to purchase: $25.00 each

- Automated emails will be sent to you throughout this process.
- Everything is electronic now. No paper FID cards or permits will be issued.
- Please advise your references that the FARS system will email them the reference questions to be answered. Your references can complete the questions using a Smartphone, mobile device, laptop or desktop computer. Please advise them to complete the questions immediately to progress your background investigation.
- The online application is applicant driven. Please ensure that you have entered the best contact information (phone numbers & email addresses) for yourself and references.
Applying for a Permit to Carry a Handgun
PLEASE PROVIDE THE FOLLOWING AT THE TIME OF APPLICATION:
- State of New Jersey Application for Permit to Carry a Handgun, form SP642. Must be notarized.
- Four (4) references must be listed. References CANNOT be blood or marriage related or live in the same house as the Applicant.
- Four (4) color passport size photographs.
- Driver’s License & Birth Certificate OR Driver’s License & Passport OR Driver’s License & Naturalization paperwork/Green Card.
- Consent for Mental Health Search, Form SP066.
- Written proof of ownership and qualification with the handgun(s) you intend on carrying:
- Proof of ownership can be a purchase receipt or purchase permit or a notarized letter of ownership listing make, model & serial number of handgun(s)
- Written qualification must be within six (6) months of application and include Instructors Name & Certification, make, model, caliber and serial number of handgun(s) you intend to carry
- Money Order in the amount of $50 payable to; “Treasurer, State of New Jersey” and Cash or Money Order in the amount of $150 payable to "Mt. Holly Township"
** ALL APPLICANTS (INITIAL AND RENEWAL) FOR PERMIT TO CARRY A HANDGUN MUST BE FINGERPRINTED. INSTRUCTIONS FOR FINGER PRINTING WILL BE PROVIDED AT THE TIME OF APPLICATION.
** THE REQUIRED WRITTEN FIREARMS QUALIFICATION, IN ACCORDANCE WITH N.J.A.C. 13:54-2.4(B), CAN BE OBTAINED AT MOST FIREARM RANGES THROUGH OUT THE STATE. ** A NEW JERSEY PERMIT TO CARRY IS VALID FOR TWO (2) YEARS FROM TIME OF APPROVAL.
** IF ANY OF THE PRECEDING IS NOT COMPLETE OR INCORRECT THE APPLICATION WILL BE RETURNED AND YOU WILL HAVE TO RE-APPLY.
